Conditions: 100 - No supply of alcohol may be made under the Premises Licence - (a). At a time when there is no Designated Premises Supervisor in respect of the Premises Licence; or (b). At a time when the Designated Premises Supervisor does not hold a Personal Licence or his Personal Licence is suspended.

101 - Every supply of alcohol under the Premises Licence must be made, or authorised by, a person who holds a Personal Licence.

102 - The admission of children to films given under this licence must be restricted in accordance with the recommendations of the British Board of Film Classification or of the licensing authority itself.

340 - The premises shall operate a Challenge 25 policy whereby customers purchasing alcohol who look or appear to be under 25 years of age will be asked for an approved form of proof of age to verify their age. Approved forms shall include a driving licence, passport, or a PASS approved proof of age card such as the Southwark Proof of Age (SPA) card.

341 - All staff involved in the sale of alcohol shall be trained in 'Challenge 25' policy. A record of their training, including the dates that each member of staff is trained, shall be available for inspection at the premises on request by the Council's authorised officers or the Police.

342 - Challenge 25 signage shall be displayed at entrances to the premises, areas where alcohol is displayed for sale and at points of sale to inform customers that a Challenge 25 policy applies and proof of age may be required.

343 - A register of refused sales of alcohol and if applicable cigarette sales, which is clearly marked with details of the premises, address and name of licence holder shall be maintained in order to demonstrate effective operation of the policy. The register shall be available for inspection at the premises on request by the Councils authorised officers or police.

344 - There shall be no licensed entertainment or speakers in the external areas of the premises.

345 - Any deliveries and collections, including waste collections, shall happen Mondays to Saturdays between the hours of 08.00 - 20.00; and not at all on Sundays & Bank Holidays.

346 - There shall be no licensed entertainment in any room that is not fitted with a noise lobby to each door leading to the outside.

347 - All doors and windows shall be kept closed during licensed entertainment.

348 - Any rooms effectively sealed for noise control shall be adequately mechanically ventilated with replacement fresh chilled air.

349 - Illumination shall be provided to the exterior of the premises.

350 - That all external beer garden areas shall be monitored by staff regularly for noise by customers that may cause a disturbance to neighbours, and any customers repeatedly exceeding an acceptable noise level will be asked to vacate the property.

351 - The premises will have signage stating that the garden must be clear by 22:00hrs with no re-entry permitted to it after this time.

352 - That a digital hard drive CCTV system shall be installed at the premises, shall be maintained in full working order and shall be continually recording at all times that the premises are in use. The CCTV system must be capable of capturing a clear facial image of every person who enters the premises.

353 - The CCTV system shall be correctly time and date stamped. The CCTV system shall cover all public areas including the smoking area, and external perimeter and shall collect clearly defined / focused footage.

354 - That all CCTV footage shall be kept for a period of thirty-one (31) days and shall be made immediately available to council and / or police officers on request.

355 - That CCTV shall also cover any karaoke booths / rooms, private customer booths / rooms or any similar areas.

356 - That a member of staff shall be on duty at all times that the premises are in use who is trained in the use of the CCTV system and who is able to view, and download to a removable device, CCTV footage at the immediate request of police and / or council officers.

357 - A zero tolerance drugs and weapons policy will be implemented and maintained at the premises. All staff shall be trained in respect of these policies. A record of such training shall be kept in the staff training logs at the premises. The training record shall include the printed name of the trainee and the date that the training was received.

358 - Anyone found with/ using drugs and / or weapons will be ejected from the premises and shall not be admitted to the premises again.

359 - Details of any person found dealing drugs or using weapons will be taken (if possible) and given to the police. Any person suspected of having drugs or weapons on their person will be asked to consent to a search and if the refuse the search will be ejected from the premises.

360 - There will be a no admission to the karaoke rooms other than to pre- booked groups which must be booked before 17:00 on the date the booking is due. For any booking between midnight and 03:30 the booking must be made by 17:00 on the day before the date for which the booking is due.

361 - That a sound limiting device (or similar equipment) shall be installed at the premises for regulated entertainment on the ground floor, be maintained in full working order and be in use at all times that the premises are in operation under this licence. All amplification equipment, entertainment devices and amplified instruments shall be routed through the sound limiting device (or similar equipment) which shall be calibrated so that the sound level of amplified sound at the premises does not cause a statutory or public nuisance. Only management staff shall have access to the sound limiting device (or similar equipment) and management staff only shall be permitted to change any control settings and be able to demonstrate that it is in use at the immediate request of council and / or police officers.

362 - That karaoke booths (or similar rooms at the premises) shall be soundproofed to the extent that no amplified sound broadcast in them will be audible outside the envelope of the building.

363 - All children under the age of 15 must be accompanied by a responsible adult on the premises at all times. Persons under the age of 18 shall not be permitted at the premises after 21:00 hours.

364 - The premises’ management shall regularly monitor outside the premises and take all necessary steps to ensure that noise from patrons or premises operation does not cause disturbance or public nuisance. A log of such monitoring including the printed name of the person who undertook the monitoring, the date & time of the monitoring and any observations or actions taken subsequent to the monitoring shall be kept at the premises and be made immediately available to council or police officers on request.

365 - Clearly legible signage shall be displayed in all external areas of the premises, where it can easily be seen and read by customers, stating the closing times of the external areas of the premises and that no entry is permitted to the external areas after these times. Such signage shall be kept free from obstruction at all times.

366 - On Sundays to Thursday there will be a minimum of two (2) SIA registered door supervisors (at least one of whom shall be female) deployed at the premises at all times after 22:00 hours when the terminal hour of the premises is after 00:00 hours.

367 - On Friday and Saturday there will be a minimum of three (3) SIA registered door supervisors (at least one of whom shall be female) deployed at the premises at all times after 22:00. The SIA staff will be employed to: • Control entry to the premises; • Deal with the searching / scanning of customers; • Deal with any anti-social or disorderly behaviour at the premises; • De-escalate confrontations; • Assist with emergency escape from the premises; • Deal with the ejection of people from the premises; • Assist management in liaising with the police regarding instances of crime • Ensure conditions relating to the use of the outside area are adhered to • That dispersal policy for the premises is implemented. • When deployed, they shall remain at the premises at least until the end of business and until all patrons have vacated the premises

368 - When door supervisors are deployed at the premises: • All customers entering the premises will be searched prior to entry. • Any customer refusing a search will not be permitted entry to the premises. • A clearly displayed and legible notice will be prominently displayed where it can be easily seen and read by customers stating that all customers attending the venue will be searched on entry.

369 - The door supervisors shall be supplied with fully working handheld metal detection units which shall be available at all times when door supervisors are working at the premises and which shall be used in respect of all searches at the premises.

370 - The licensee shall risk assess the requirement for additional SIA and this assessment shall be recorded in written form and available for inspection by authorised officers and police.

371 - Clearly legible signage shall be prominently displayed where it can easily be seen and read by customers, at all exits from the premises and in any external areas, requesting to the effect that customers leave the premises and locale in a quiet and orderly manner with respect to local residents. Such signage shall be kept free from obstructions at all times.

372 - A dispersal policy to assist with patrons leaving the premises in an orderly and safe manner shall be devised and maintained regarding the premises. A copy of the dispersal policy shall be kept at the premises with the premises licence and shall be made immediately available for inspection to council and / or police officers on request. All staff shall be trained in the implementation of the latest version of the dispersal policy. Details of such training, including the printed name of the trainee and the date of the training, shall be recorded in the staff training logs at the premises.

373 - Any ‘off sales’ of alcohol shall be provided in sealed containers to be taken away from the premises.

374 - An incident log book / incident recording system shall be kept at the premises to record details of any of the following occurrences at the premises: i. Instances of anti-social or disorderly behaviour ii. Calls to the police iii. Seizure of drugs or offensive weapons iv. Any complaints received v. Ejections of people from the premises vi. Visits to the premises by the local authority, police or fire brigade vii. Any malfunction in respect of the CCTV system, searching equipment or scanning equipment viii. All crimes reported ix. Any other relevant incidents The incident book / incident recording system shall record the time, date, location and description of each incident, the printed and, if possible, signed name of the person reporting the incident and any action taken in respect of the incident. The incident book / incident recording system shall be available / be accessible at the premises at all times that the premises are in use and shall be made available to council and / or police officers on request. All staff shall be trained in the use of the incident log and details of such training shall be recorded in the staff training logs at the premises.

375 - All staff shall be trained in their responsibilities under the Licensing Act 2003, the promotion of the licensing objectives and the terms and conditions of this licence. Records pertaining to such training shall be kept, shall be updated every 6 months and shall be made immediately available police and / or council officers on request. The training record shall include the trainee’s name (in block capitals), the trainer’s name (in block capitals), the signature of the trainee, the signature of the trainer, the date(s) of training and a declaration that the training has been received and understood.

376 - All staff will be trained in conflict resolution and incident de- escalation, and to deal with any disorderly incidents in a calm manner. Records of such training shall be kept at the premises and be made available to council and / or police officers on request.

377 - All staff shall be trained to request that customers behave at the premises in a quiet and orderly manner, and also leave the premises and locale in a quiet and orderly manner, so that the customers do not cause nuisance or disturbance. Records of such training shall be kept at the premises and be made available to council and / or police officers on request.

378 - Staff shall periodically perform safety checks of any karaoke booths / rooms, private customer booths / rooms or similar areas, at all times that such booths / rooms or similar areas are in use. A log of such checks including the printed name of the person who undertook the check, the date & time of the checks and any observations or actions taken subsequent to the checks shall be kept at the premises and be made immediately available to council or police officers on request.

379 - ‘Ask for Angela’ posters (or posters relating to whatever similar scheme may be recommended at any time) shall be displayed in the female toilet facilities and kept free from obstructions at all times. All staff shall be trained in the ‘Ask for Angela’ scheme (or similar scheme) and shall perform the appropriate course of action in the event of a customer requesting assistance. Details of such training, including the printed name of the trainee and the date of the training, shall be recorded in the staff training logs at the premises.

380 - Customers shall not use any outside area after 22:00 other than those that temporarily leave the premises to smoke and this shall be at the front of the venue and limited to 10 persons. Those that do leave for this reason shall be subject to a further search on re-entry.

381 - There shall be no externally promoted music events be that live or recorded music inclusive of DJ’s at the venue.

382 - In the basement alcohol shall only be sold in each of the karaoke rooms identified on the Annex 4 plan when ancillary to karaoke and shall be served by a member of staff to the room.

383 - The licensee shall have in place a clear and concise risk assessment system for any event which takes place at the venue and each assessment shall be recorded in written form and made available for inspection to authorised council officers and the police.

384 - The premises shall promote a local taxi service. When taxis are ordered for customers staff members shall instruct the taxi service to advise their driver not to sound their car horn outside the premises, but to approach the premises in person and verbally (without raised voices) alert staff that the driver is there to collect the customer.

385 - That the premises licence holder and / or designated premises supervisor join and support a local pub watch scheme should there be one in existence for the area in which the premises is located.

386 - Any deliveries and collections, including waste collections, shall happen Monday to Saturday between the hours of 08:00 and 20:00 and not at all on Sundays or Bank Holidays.

387 - The operating hours for the beer garden on the lower ground floor shall be 10:00 - 21:30 on any day.

388 - In the karaoke rooms there will be regular collection of the glassware by staff.

389 - There shall be no entry or re-entry to the premises after midnight with the exception of Patrons attending a pre-booked karaoke session for which the last entry or re-entry shall be 01:00.

390 - On completion of the works the Premises Licence Holder shall provide a Validation Report prepared by their acoustic consultants, to the Environmental Health Service confirming what acoustic works were undertaken and also confirming the installation and setting of a noise limiter for regulated entertainment on the ground floor of the premises.

391 - That on New Year’s Eve licensable activities and the premises opening hours shall be permitted until 03:30 hours the following day.

485 - (1) The responsible person must ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises. (2) In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises – (a) games or other activities which require or encourage, or are designed to require, encourage, individuals to - (i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or (ii) drink as much alcohol as possible (whether within a time limit or otherwise); (b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic in a manner which carries a significant risk of undermining a licensing objective; (c) provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less in a manner carries a significant risk of undermining a licensing objective; (d) selling or supplying alcohol in association with promotional poster or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner; and (e) dispensing alcohol directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of disability).

487 - The responsible person must ensure that free potable water is provided on request to customers where it is reasonably available.

488 - (1) The premises licence holder or club premises certificate holder must ensure that an age verification policy is adopted in respect of the premises in relation to the sale or supply of alcohol. (2) The designated premises supervisor in relation to the premises licence must ensure that the supply of alcohol at the premises is carried on in accordance with the age verification policy. (3) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and either (a) a holographic mark; or (b) an ultraviolet feature.

489 - The responsible person shall ensure that - (a) Where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures - (i) Beer or cider: 1/2 pint; (ii) Gin, rum, vodka or whisky: 25 ml or 35 ml; and (iii) Still wine in a glass: 125 ml; (b) these measures are displayed in a menu, price list or other printed material which is available to customers on the premises; and (c) where a customer does not in relation to a sale of alcohol specify the quantity of alcohol to be sold, the customer is made aware that these measures are available,

491 - 1. A relevant person shall ensure that no alcohol is sold or supplied for consumption on or off the premises for a price which is less than the permitted price. 2. For the purpose of the condition set out in paragraph (1): (a) “duty” is to be construed in accordance with the Alcoholic Liquor Duties Act 1979; (b) "permitted price" is the price found by applying the formula P = D + (D x V), where- (i) P is the permitted price, (ii) D is the amount of duty chargeable in relation to the alcohol as if the duty were charged on the date of the sale or supply of the alcohol, and (iii) V is the rate of value added tax chargeable in relation to the alcohol as if the value added tax were charged on the date of the sale or supply of the alcohol; (c) "relevant person" means, in relation to premises in respect of which there is in force a premises licence – (i) the holder of the premises licence: (ii) the designated premises supervisor (if any) in respect of such a licence; or (iii) the personal licence holder who makes or authorises a supply of alcohol under such a licence; (iv) "relevant person" means, in relation to premises in respect of which there is in force a club premises certificate, any member or officer of the club present on the premises in a capacity which enables the member or officer to prevent the supply in question; and (v)"value added tax" means value added tax charged in accordance with the Value Added Tax Act 1994. 3. Where the permitted price given by paragraph (b) of paragraph 2 would (apart from this paragraph) not be a whole number of pennies, the price given by that sub-paragraph shall be taken to be the price actually given by that sub-paragraph rounded up to the nearest penny. 4. (1) Sub-paragraph (2) applies where the permitted price given by paragraph (b) of paragraph 2 on a day ("the first day") would be different from the permitted price on the next day ("the second day") as a result of a change to the rate of duty or value added tax; (2) the permitted price which would apply on the first day applies to sales or supplies of alcohol which take place before the expiry of the period of 14 days beginning on the second day.
