Conditions: 100 - (1) No retail sale of alcohol may be made under the premises licence: (a) at a time when there is no designated premises supervisor in respect of the premises licence, or (b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.

101 - (2) Every retail sale of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

288 - That a CCTV system be installed at the premises and be maintained in good working order and be continually recording at all times the premises are in use under the licence. The CCTV system must be capable of capturing an image of every person who enters the premises

289 - That all CCTV footage shall be kept for a period of thirty one (31) days and shall, upon request, be made immediately available to officers of the Police and Council

291 - There will be a minimum of two (2), SIA registered door supervisors employed at the premises from 22:00 with a minimum addition of one (1) SIA registered door supervisor from 23:00 on a Friday, Saturday, day before a Bank Holiday, when the premises are being used for DJ or music led events or the premises are screening men’s international tournament games or boxing.

293 - All staff shall receive basic training in crime scene preservation, this shall include at minimum reading the Southwark Crime scene preservation available from Police upon request. That a written record of such training of all staff shall be kept on the premises in either a written or electronic format and updated every 6 months, when the premises are open the record shall be made available immediately upon request to police and council officer.

303 - The premises shall not be hired out to any external promoters

311 - That suitable notices shall be displayed and announcements made requesting people to leave the premises in a quiet and orderly manner so as not to disturb local residents

312 - Customers shall use no outside area after 22.00hrs other than those who temporarily leave the premises to smoke a cigarette. Those leaving the premises should not be permitted to consume drinks whilst outside. Those who do temporarily leave for this reason shall be subjected to the requirement of a further search

325 - No person under 16 years old shall be permitted on the premises unless they are accompanied by a responsible adult. No persons under 18 years old shall be permitted onto the premises after 23:00.

336 - That a personal licence holder is on the premises and on duty at all times after 22.00 until the terminal hour permitted by the premises licence for the supply of intoxicating liquor.

340 - The door supervisors shall remain at the premises until at least 30 minutes after the premises close.

341 - The door supervisors shall be easily identifiable.

342 - When SIA security staff are required to be deployed at the premises by condition [1] they shall be supplied with, and shall use, metal detectors (either metal detection arches or handheld metal detectors) to search all customer entries or re-entries to the premises. Prior to the premises opening the metal detectors shall be checked to ensure that they are in full working order. A log of such checks shall be kept at the premises in either a written or electronic format and shall include the name of the person who undertook the check, the outcome of the check, and the time and date of the check. When the premises are open the log shall be made immediately available to Police and authorised officers on request.

343 - When SIA registered door supervisors are required to be deployed at the premises by condition [1] then at least 2 of them shall wear body worn video cameras and all footage is to be made available to Police or authorised council officers upon request.

344 - A computer-based identification scanning system shall be installed at the entrance to the premises and shall be used whenever SIA registered door supervisors are required to be deployed at the premises by condition [1] in regards to all customer entries to the premises after. Any patrons who remain on the premises having entered prior to 22:00 shall have their photographic identification scanned onto the identification scanning system. The system shall be able to recognise valid forms of photographic identification, shall be able to recognise counterfeit identification, shall be able to store data regarding barred individuals and shall be maintained in full working order at tall times that the premises are in use. Should any fault in the system occur then the matter shall be logged in the incident log at the premises immediately and steps shall be taken to remedy the fault immediately. Any steps taken to remedy the fault (e.g. contacting a relevant engineer) shall also be recorded in the incident log immediately. Should the system fail at any time then the premises must undertake a strict challenge 25 policy regarding customer entry to the premises.

345 - Any software updates relating to the computer-based identification scanning system will be implemented as soon as possible to ensure that the system is always fit for purpose. All relevant staff will be able to show what version of the software is in use at the immediate request of Police and authorised officers.

346 - All security, management or any other staff who will at any time have control over customer entry to the premises, shall be trained in the full and correct use of the computer-based identification scanning system. Details of such training, including the printed name(s) of the trainee(s) and the date(s) that the training was given, shall be recorded in the staff training logs in either a written or electronic format at the premises and when the premises are open shall be made immediately available for inspection at the premises to Police and authorised officers on request.

347 - All re-entries to the premises will be subject to a further search prior to being allowed to re-enter the premises.

348 - A child protection and vulnerable person's policy will be devised and maintained at the premises. A copy of the child protection and vulnerable person's policy in either a written or electronic format shall be kept at the premises with the premises licence and when the premises are open shall be made immediately available for inspection to Police and authorised officers on request. All staff shall be trained in the implementation of the latest version of the policy and details of such training including the printed name of the trainee and the date of the training, shall be recorded in the staff training logs at the premises.

349 - An incident log shall be kept at the premises in either a written or electronic format to record details of any of the following occurrences at the premises: a) Instances of anti-social or disorderly behaviour b) Calls to the police or other emergency services c) Any complaints received which relate to the licensing objectives in the Licensing Act 2003 d) Ejections of people from the premises e) Visits to the premises by the local authority or emergency services f) Any malfunction in respect of the CCTV system which results in one or more cameras not recording g) All crimes reported by customers, or observed by staff h) Any seizures of drugs or weapons i) Any other relevant incidents which relate to the licensing objectives in the Licensing Act 2003 The incident log shall record the time, date, location in the premises and description of each incident, details of any action taken in respect of the incident and the printed name of the person reporting the incident. Details of incidents shall where possible be recorded contemporaneously. The incident log shall be retained for a rolling period of 12 months and shall be available / be accessible at the premises at all times that the premises are open, and when the premises are open shall be made immediately available to authorised officers on request. If the incident log is a paper hardcopy, then the signature of the person reporting the incident in the log shall also be included. All relevant staff employed at the premises shall be trained in the use of the incident log. Details of such training, including the printed name(s) of the trainee(s) and the date(s) that the training was given, shall be recorded in the staff training logs either in a written or electronic format at the premises.

350 - An entry policy will be devised and maintained at the premises. A copy of the entry policy shall be kept at the premises either in a written or electronic format with the premises licence and when the premises are open shall be made immediately available for inspection to Police and authorised officers on request. The entry policy shall cover (but not necessarily be limited to): a) Safe customer entry to the premises, b) If/ when applicable searching / scanning of attendees, c) The barring of customer entry to the premises for any reason, d) Restricted items (e.g. weapons / drugs or any other items restricted by the licensee), e) Pre-opening safety checks of the premises, f) Dealing with overcrowding and / or crowd surges g) Dealing with suspect packages All relevant staff shall be trained in the implementation of the latest version of the entry policy and details of such training shall be recorded in the staff training logs either in a written or electronic format at the premises.

351 - Whenever SIA registered door supervisors are required to be deployed at the premises all drinks other than drinks which cost more than £300 shall be sold in cans or plastic bottles or will be decanted into recyclable polycarbonate (or a similar material), or recyclable cardboard drinking receptacles. Glass drinking receptacles will not be used at the premises at any time.

352 - A protocol relating to alleged drink spiking events shall be devised and maintained at the premises in either a written or electronic format. A copy of the spiking protocol shall be kept at the premises in either a written or electronic format and when the premises are open shall be made immediately available to Police and authorised officers on request. All staff shall be trained in the drink spiking protocol and shall perform the appropriate course of action in the event of a customer requesting assistance. Details of such training, including the printed name(s) of the trainee(s), and the date(s) that the training was given, shall be recorded in the staff training logs in either a written or electronic format at the premises.

353 - A dispersal policy to assist with patrons leaving the premises in an orderly and safe manner shall be devised and maintained in either a written or electronic format regarding the premises. A copy of the dispersal policy shall be accessible at the premises at all times that the premises are open. The policy should include (but not necessarily be limited to) the following: a) Details as to how customer / staff egress at the premises shall be managed to minimise causing nuisance. b) Details of public transport in the vicinity and how customers will be advised in respect of it. c) Details of the management of taxis to and from the premises. d) Details of the management of any 'winding down' period at the premises. e) Details of the use of security and stewarding in respect of managing customer dispersal from the premises. f) Details of any cloakroom facility at the premises and how it is managed. g) Details of road safety in respect of customers leaving the premises. h) Details of the management of ejections from the premises. i) Details as to how any physical altercations at the premises are to be managed.

354 - All relevant staff employed at the premises shall be trained in the latest version of the dispersal policy. Details of such training, including the printed name(s) of the trainee(s) and the date(s) that the training was given, shall be recorded in the staff training logs in either a written or electronic format at the premises. If the dispersal policy is a paper document then the signature of the trainees shall also be included. When the premises are open the dispersal policy shall be made immediately available to responsible authority officers on request.

355 - There shall be no new entry or re-entry to the premises after 04:00hrs except for those who leave the premises temporarily to smoke who shall be subject to a further search.

424 - The door supervisors will be employed to control entry to the premises, to deal with the searching I scanning of customers, to deal with any anti-social or disorderly behaviour at the premises, to de- escalate confrontations, to assist with emergency escape from the premises, to deal with the ejection of people from the premises , to assist management in liaising with the police regarding instances of crime and to assist with ensuring that the premises’ dispersal policy is adhered to.

485 - Irresponsible Promotions: (1) The responsible person must ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises. (2) In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises - (a) Games or other activities which require or encourage, or are designed to require or encourage, individuals to- (i) Drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or (ii) Drink as much alcohol as possible (whether within a time limit or otherwise; (b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic in a manner which carries significant risk of undermining a licensing objective; (c) Provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less in a manner that which carries significant risk of undermining a licensing objective; (d) Selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner; (e) dispensing alcohol directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability).

487 - Free tap water: (1) The responsible person must ensure that free potable water is provided on request to customers where it is reasonably available.

488 - Age Verification Policy: (1) The premises licence holder or club premises certificate holder must ensure that an age verification policy is adopted in respect of the premises in relation to the sale or supply of alcohol. (2) The designated premises supervisor in relation to the premises licence must ensure that the supply of alcohol at the premises is carried on in accordance with the age verification policy. (3) Subject to sub-paragraph (4), the policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and either - (a) a holographic mark, or (b) an ultraviolet feature. (4) The age verification policy may make provision permitting a responsible person to accept identification in digital form (“relevant ID”) instead of identification of a type described in sub-paragraph (3). (5) Where provision envisaged by sub-paragraph (4) is included in the policy, the policy must make provision dealing with the circumstance described in paragraph (6). (6) The circumstance in this sub-paragraph arises where- (a) the responsible person has reason to believe that a person (“P”) who seeks to be supplied with alcohol from a place to which the age verification policy applies has not attained the age of 18, or such greater age as the age verification policy may prescribe (“the relevant age”); and (b) P has indicated their wish to use the relevant ID. (7) When the circumstance in paragraph (6) arises, the policy must state— (a) that P is obliged, upon the request of the responsible person, to make available to the responsible person the means by which their relevant ID may be verified; but (b) that the responsible person may only accept P’s relevant ID where the condition in sub-paragraph (8) applies. (8) The condition in this sub-paragraph is that the responsible person is covered by an agreement with a DVSP (“the relevant DVSP”) for the provision of digital verification services where— (a) the relevant DVSP has agreed that it will confirm, in the course of providing its services to the responsible person, whether or not P has attained the relevant age; (b) the relevant DVSP has agreed that it will deliver identification to the responsible person that reaches at least a medium level of confidence; (c) that level of confidence has been verified by a DVSP, whether that DVSP is the relevant DVSP or another; and (d) the relevant DVSP is registered as a provider of those services in accordance with Version 0.4 or Version 1.0 of the DVS trust framework. (9) In this paragraph- (a) “DVSP” means a person who provides digital verification services, and is included in the register maintained by the Secretary of State under section 32 (DVS register) of the Data (Use and Access) Act 2025 (“the 2025 Act”); (b) “DVS trust framework” is to be construed in accordance with section 28 (DVS trust framework) of the 2025 Act; (c) “medium level of confidence”, in respect of identification described in sub-paragraph (8)(b), is to be construed in accordance with— (i) Version 0.4 of the DVS trust framework, in the case that the relevant DVSP, or as the case may be, another DVSP provides the service described in sub-paragraph (8)(c), and is registered as a provider of that service, in the DVS register, in accordance with Version 0.4 of the DVS trust framework; (ii) Version 1.0 of the DVS trust framework, in the case that the relevant DVSP, or as the case may be, another DVSP provides the service described in sub-paragraph (8)(c), and is registered as a provider of that service, in the DVS register, in accordance with Version 1.0 of the DVS trust framework. (10) For the purposes of sub-paragraph (6) “supplied” is to be construed in accordance with section 14 of the Licensing Act 2003. (11) Nothing in sub-paragraphs (4) to (10) prevents the supply of alcohol to a person based upon identification of a type described in sub-paragraph (3).

489 - Availability of Certain Measures of Alcohol: (1) The responsible person must ensure that- (a) Where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures- (i) Beer or Cider: ½ pint; (ii) Gin, Rum, Vodka or Whisky: 25 ml or 35 ml; and (iii) Still wine in a glass: 125 ml; and (b) These measures are displayed in a menu, price list or other printed material which is available to customers on the premises; and (c) Where a customer does not in relation to a sale of alcohol specify the quantity of alcohol to be sold, the customer is made aware that these measures are available.

491 - Minimum Pricing (1) A relevant person shall ensure that no alcohol is sold or supplied for consumption on or off the premises for a price which is less than the permitted price as defined in the Schedule to the Licensing Act 2003 (Mandatory Conditions) Order 2014 [UK Statutory Instrument 2014 No.1252] www.legislation.gov.uk/uksi/2014/1252/contents/made

4AA - A challenge 25 scheme shall be maintained requiring that staff selling or delivering alcohol request that any customer who looks under 25 years old, and who is attempting to purchase or take receipt of alcohol, provides valid photographic identification proving that the customer is at least 18 years old. Valid photographic identification is composed of a photo driving licence, passport, UK armed services photo ID card, any form of identification accredited by Proof of Age Standards Scheme (PASS) (such as the Proof of Age London (PAL) card) or any form of identification accredited by the Secretary of State.

4AB - All staff involved in the sale of alcohol shall be trained in the prevention of sales of alcohol to underage persons (including the prevention of 'proxy sales') and the challenge 25 scheme in operation at the premises. Details of such training, including the printed name(s) of the trainee(s) and the date(s) that the training was given, shall be recorded in the staff training logs either in a written or electronic format at the premises and when the premises are shall be made immediately available for inspection at the premises to Police and authorised officers open on request.

4AC - Clearly legible signs shall be prominently displayed where they can easily be seen and read by customers stating to the effect that a challenge 25 policy is in operation at the premises, that customers may be asked to provide proof of age and stating what the acceptable forms of proof of age are. Such signage shall be displayed at all entrances, points of sale and in all areas where alcohol is displayed for sale. The signage shall be kept free from obstructions at all times.

4AI - A register of refused sales of alcohol in either a written or electronic format shall be maintained at the premises at all times. The register shall be clearly and legibly marked on the front cover as a register of refused alcohol sales, with the address of the premises and the name of the licence holder. The register shall be used to record details of all refused sales of alcohol. The register shall be kept / be accessible at the premises at all times. When the premises are open the register shall be made immediately available for inspection at the premises to Police and council officers on request.

4BB - 'Ask for Angela' posters (or posters relating to whatever similar scheme may be recommended at any time) shall be displayed throughout the premises and in the female toilet facilities. Such posters shall be kept free from obstructions at all times. All staff shall be trained in the 'Ask for Angela' scheme (or similar scheme) and shall perform the appropriate course of action in the event of a customer requesting assistance. Details of such training, including the printed name(s) of the trainee(s), and the date(s) that the training was given, shall be recorded in either a written or electronic format in the staff training logs at the premises. When the premises are open these records shall be made available upon request to Police and Council officers when the premises are open.
