Conditions:

100 - (1) No retail sale of alcohol may be made under the premises licence: (a) at a time when there is no designated premises supervisor in respect of the premises licence, or (b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.

101 - (2) Every retail sale of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

102 - The admission of children to films given under this licence must be restricted in accordance with the recommendations of the British Board of Film Classification or of the licensing authority itself.

144 - As a working office the application seeks for the premises to be open to employees, officers and guests of the Ogilvy and Mather Group without any restrictions. However all café, restaurant, bar and other dining facilities will be closed no later than 01:00 on Monday to Saturday and 00.30 on Sunday.

170 - All waste is to be properly presented and placed out for collection no earlier than 30 minutes before the scheduled collection time.

171 - Adequate access will be maintained at all times for emergency vehicles and disabled residents.

223 - A Fire Risk Assessment, Emergency Evacuation Policy and Health and Safety Risk Assessment shall be undertaken and reviewed periodically and shall be provided to the responsible authority for public safety on request.

288 - A CCTV system shall be installed at the premises and shall be maintained in good working order and be continually recording at all times the premises are in use for the provision of licensable activities.

289 - All CCTV footage shall be retained for a minimum of 30 days and shall be made available upon reasonable request by an authorised officer of the police or licensing authority. All recordings shall be of evidential quality and shall include the date and time.

311 - Notices shall be displayed facilities reminding persons to respect the needs of nearby residents and leave the premises and the area quickly and quietly

324 - Management will appoint dedicated taxi or licensed minicab companies and staff will offer to book cars on behalf of staff and guests after normal working hours. After midnight, all patrons who are waiting for taxis or minicabs will be encouraged to remain inside while the vehicle is called.

340 - The café, restaurant, bar and other dining facilities will be closed no later than 01.00 Monday to Saturday and 00.30 on Sundays.

341 - After 22.00 daily, exit doors onto Upper Ground will be kept closed as a matter of course and persons will not be permitted to exit onto Upper Ground unless they have pre-booked a taxi (except in the case of emergency).

342 - No speakers or amplified sound will be permitted on the external terraces (NB there will also be no regulated entertainment outdoors – we have applied for regulated entertainment indoors only).

343 - Smoking shall not be permitted in Marigold Alley, on Upper Ground or in the immediate vicinity of the premises on the Thames Path.

344 - Access to the premises shall be restricted to employees and officers of the organisations in occupation, guests of the organisations or their employees/ officers; and attendees at bona fide pre-booked events

345 - The sale and consumption of alcohol on the main office floors (floors 1 to 3 and floors 6 to 11) shall be restricted to employees and officers of the organisations in occupation and guests of the organisations or their employees/ officers. Regulated entertainment shall only be provided on floors 12 and 13.

346 - At any time when licensable activities are being provided, unaccompanied children shall not be permitted on the premises; and children will not be allowed on the premises after 21.00 daily.

347 - When licensed entertainment is being provided the premises management shall carry out regular checks to monitor the sound level at the closest noise sensitive location(s) to the premises and shall ensure that the sound level of the entertainment does not cause a public nuisance in the vicinity of the premises at the/those location(s). A written record of sound level checks shall be kept and shall contain details of: the time, date and location of each check, the person who undertook the check and any actions taken as a result of the check. Each check shall be signed in the record by the person who made the check. The monitoring record shall be kept at the premises and made available to officers of the police or council on request.

348 - A comprehensive Dispersal Policy shall be produced and implemented at the premises, with all staff trained on the most up to date policy. A record of staff training on the Dispersal Policy shall be kept at the premises and a copy of the policy and training records be made available to the council or police on request.

349 - On floors 12 and 13, all doors and windows leading to external areas will be kept closed during any performance of regulated entertainment (except for access and egress to and from the terrace).

350 - Off sales shall be in sealed containers only for consumption away from the premises.

351 - There will be manned reception and/ or security at ground floor level at all times.

352 - No drinks in open bottles or glasses will be permitted to be taken outside of the premises.

353 - All staff involved in the sale of alcohol shall be trained in relation to the laws relating to the sale of alcohol and the age verification scheme in force. Records of such training shall be retained on the premises and made available for inspection by authorised officers.

354 - All staff shall be trained in emergency evacuation procedures.

355 - The maximum number of persons accommodated at any one time in the premises shall not exceed any number agreed with the responsible authority for health and public safety.

356 - No rubbish, including bottles, shall be moved in or placed into any outside area between 23.00 and 07.00.

357 - Persons temporarily leaving the premises onto the public highway for the purposes of smoking shall not be permitted to take any drinks with them.

358 - No open bottles or glasses to be taken outside of the licensed area.

431 - All entrance doors and windows will be kept closed except for access and egress.

485 - Irresponsible Promotions: (1) The responsible person must ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises. (2) In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises - (a) Games or other activities which require or encourage, or are designed to require or encourage, individuals to- (i) Drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or (ii) Drink as much alcohol as possible (whether within a time limit or otherwise; (b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic in a manner which carries significant risk of undermining a licensing objective; (c) Provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less in a manner that which carries significant risk of undermining a licensing objective; (d) Selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner; (e) dispensing alcohol directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability).

487 - Free tap water: (1) The responsible person must ensure that free potable water is provided on request to customers where it is reasonably available.

488 - Age Verification Policy: (1) The premises licence holder or club premises certificate holder must ensure that an age verification policy is adopted in respect of the premises in relation to the sale or supply of alcohol. (2) The designated premises supervisor in relation to the premises licence must ensure that the supply of alcohol at the premises is carried on in accordance with the age verification policy. (3) Subject to sub-paragraph (4), the policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and either - (a) a holographic mark, or (b) an ultraviolet feature. (4) The age verification policy may make provision permitting a responsible person to accept identification in digital form (“relevant ID”) instead of identification of a type described in sub-paragraph (3). (5) Where provision envisaged by sub-paragraph (4) is included in the policy, the policy must make provision dealing with the circumstance described in paragraph (6). (6) The circumstance in this sub-paragraph arises where- (a) the responsible person has reason to believe that a person (“P”) who seeks to be supplied with alcohol from a place to which the age verification policy applies has not attained the age of 18, or such greater age as the age verification policy may prescribe (“the relevant age”); and (b) P has indicated their wish to use the relevant ID. (7) When the circumstance in paragraph (6) arises, the policy must state— (a) that P is obliged, upon the request of the responsible person, to make available to the responsible person the means by which their relevant ID may be verified; but (b) that the responsible person may only accept P’s relevant ID where the condition in sub-paragraph (8) applies. (8) The condition in this sub-paragraph is that the responsible person is covered by an agreement with a DVSP (“the relevant DVSP”) for the provision of digital verification services where— (a) the relevant DVSP has agreed that it will confirm, in the course of providing its services to the responsible person, whether or not P has attained the relevant age; (b) the relevant DVSP has agreed that it will deliver identification to the responsible person that reaches at least a medium level of confidence; (c) that level of confidence has been verified by a DVSP, whether that DVSP is the relevant DVSP or another; and (d) the relevant DVSP is registered as a provider of those services in accordance with Version 0.4 or Version 1.0 of the DVS trust framework. (9) In this paragraph- (a) “DVSP” means a person who provides digital verification services, and is included in the register maintained by the Secretary of State under section 32 (DVS register) of the Data (Use and Access) Act 2025 (“the 2025 Act”); (b) “DVS trust framework” is to be construed in accordance with section 28 (DVS trust framework) of the 2025 Act; (c) “medium level of confidence”, in respect of identification described in sub-paragraph (8)(b), is to be construed in accordance with— (i) Version 0.4 of the DVS trust framework, in the case that the relevant DVSP, or as the case may be, another DVSP provides the service described in sub-paragraph (8)(c), and is registered as a provider of that service, in the DVS register, in accordance with Version 0.4 of the DVS trust framework; (ii) Version 1.0 of the DVS trust framework, in the case that the relevant DVSP, or as the case may be, another DVSP provides the service described in sub-paragraph (8)(c), and is registered as a provider of that service, in the DVS register, in accordance with Version 1.0 of the DVS trust framework. (10) For the purposes of sub-paragraph (6) “supplied” is to be construed in accordance with section 14 of the Licensing Act 2003. (11) Nothing in sub-paragraphs (4) to (10) prevents the supply of alcohol to a person based upon identification of a type described in sub-paragraph (3).

489 - Availability of Certain Measures of Alcohol: (1) The responsible person must ensure that- (a) Where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures- (i) Beer or Cider: ½ pint; (ii) Gin, Rum, Vodka or Whisky: 25 ml or 35 ml; and (iii) Still wine in a glass: 125 ml; and (b) These measures are displayed in a menu, price list or other printed material which is available to customers on the premises; and (c) Where a customer does not in relation to a sale of alcohol specify the quantity of alcohol to be sold, the customer is made aware that these measures are available.

491 - Minimum Pricing (1) A relevant person shall ensure that no alcohol is sold or supplied for consumption on or off the premises for a price which is less than the permitted price as defined in the Schedule to the Licensing Act 2003 (Mandatory Conditions) Order 2014 [UK Statutory Instrument 2014 No.1252] www.legislation.gov.uk/uksi/2014/1252/contents/made

4AG - That the premises shall operate an age check "Challenge 25" policy whereby persons purchasing alcohol who look or appear to be under 25 years of age will be asked fo ran approved form of proof of age to verify their age. Approved forms shall include a drivers licence, passport or a PASS approved proof of age card such as the Southwark proof of age (SPA) card.

4AI - An incident log shall be maintained and details of all age related refusals shall be recorded. This log shall be retained on the premises and made available for inspection by authorised officers.

614 - Non standard timings sought for licensable activities stated are from the end of permitted hours on New Year’s Eve to the start of permitted hours on New Year’s Day.

644 - Amendment of finish time for licensable activities to 00.00 daily but the supply of alcohol on the main office floors (1 to 3 and 6 to 11) to cease at 23.00 daily.

840 - That the use of the terraces shall cease at 22.00 daily, including the provision of use for licensable activities. The terraces shall be cleared of all glassware, tableware and crockery by 22.00.

841 - The sale and consumption of alcohol on the main office floors (floors 1 to 3 and floors 6 to 11) shall be restricted to employees and officers of the organisation in occupation and guests of the organisations or their employees/officers. Regulated entertainments shall only be provided on floors 12 and 13.
