Conditions: 100 - (1) No retail sale of alcohol may be made under the premises licence: (a) at a time when there is no designated premises supervisor in respect of the premises licence, or (b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.

101 - (2) Every retail sale of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

102 - The admission of children to films given under this licence must be restricted in accordance with the recommendations of the British Board of Film Classification or of the licensing authority itself.

112 - This licence allows for the premises to remain open for non standard timings as stated on the days below. Non-standard timings for plays, films, live music, recorded music, performances of dance, anything similar to live music, recorded music & performances of dance, sale of alcohol on the premises and opening hours: From the end of permitted hours on New Year’s Eve to the start of permitted hours on New Year’s Day.

113 - This licence allows for the premises to remain open for the sale or supply of alcohol for non standard timings as stated below on the following days: On up to 20 occasions per year (Jan – Dec) the premises licence holder shall be permitted to sell alcohol in the relevant parts of the premises until 02:30 on a Thursday, Friday, or Saturday night provided that at least 24 hours’ notice has been provided to the licensing authority and the police licensing team. From the end of permitted hours on New Year’s Eve to the start of permitted hours on New Year’s Day

340 - That admission to the premises shall only be: a. Via reception where a member of staff shall record each admission; b. By members using an electronic key card or similar; or c. By members of the public attending a pre-booked event.

341 - That no member of the public will be admitted to the premises unless attending a pre-booked event

342 - That licensable activities may only be sold or supplied to: a. members and their guests; b. management and their guests; and c. members of the public attending a pre-booked event.

343 - The premises licence holder shall keep a list of all persons attending any events at the premises for at least 31 days after the event has taken place. The lists shall be kept at the premises and made available for inspection by responsible authority officers upon request.

344 - That the external areas (GD and GE) will be closed between 00:00 and 07:00 with the exception of up to 20 smokers at any one time in each area

345 - That no drinks shall be permitted to be taken in to the external areas (GD and GE) to the rear of the event space between 00:00 and 07:00 the following day

346 - When an event is taking place at the premises the premises licence holder will risk assess the need for SIA door staff. In addition, if the door to the Event Space (GA) is being used as an entrance then a member of staff or SIA (as appropriate) will be stationed at that entrance.

347 - That on no more than 20 occasions per year (January to December) the premises licence holder shall be permitted to provide licensable activities until 2:30 hours, with events finishing at 03:00 hours. The premises licence holder shall not be permitted to use these occasions to facilitate the use of the premises as a nightclub or to provide DJ-led music events.

348 - That any non-members using the premises for an event must complete a venue hire agreement with the premises licence holder. The venue hire agreement shall include: a. the premises licence holder’s terms of hire; b. the full name and address of the hiring party; c. in the case of an individual (but not a company) a copy of a valid photo ID of the hiring party; d. the signature of the hiring party; and e. the date the hire agreement has been signed.

349 - Venue hire agreements shall be kept on file for 6 months from the date of the event and shall be made available to Responsible Authority Officers immediately on request.

350 - An incident log book / incident recording system shall be kept at the premises to record details of any of the following occurrences at the premises: a. instances of anti-social or disorderly behaviour b. calls to the police c. seizures of drugs or offensive weapons d. complaints received by the premises e. ejections from the premises f. visits to the premises by Responsible Authorities or the Emergency Services g. any malfunction in respect of the CCTV system, searching equipment, or scanning equipment (if used) h. any crimes reported to premises staff i. any other relevant incidents

351 - The incident book / incident recording system shall record the time, date, location and description of each incident, the printed, and, if possible, signed name of the person reporting the incident and any action taken in respect of the incident. The incident book / incident reporting system shall be available/accessible at the premises at all times the premises are in use and shall be made available to Responsible Authority Officers immediately on request. All relevant staff shall be trained in the use of the incident log and details of such training shall be recorded in the staff training logs at the premises.

485 - Irresponsible Promotions: (1) The responsible person must ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises. (2) In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises - (a) Games or other activities which require or encourage, or are designed to require or encourage, individuals to- (i) Drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or (ii) Drink as much alcohol as possible (whether within a time limit or otherwise; (b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic in a manner which carries significant risk of undermining a licensing objective; (c) Provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less in a manner that which carries significant risk of undermining a licensing objective; (d) Selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner; (e) dispensing alcohol directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability).

487 - Free tap water: (1) The responsible person must ensure that free potable water is provided on request to customers where it is reasonably available.

488 - Age Verification Policy: (1) The premises licence holder or club premises certificate holder must ensure that an age verification policy is adopted in respect of the premises in relation to the sale or supply of alcohol. (2) The designated premises supervisor in relation to the premises licence must ensure that the supply of alcohol at the premises is carried on in accordance with the age verification policy. (3) Subject to sub-paragraph (4), the policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and either - (a) a holographic mark, or (b) an ultraviolet feature. (4) The age verification policy may make provision permitting a responsible person to accept identification in digital form (“relevant ID”) instead of identification of a type described in sub-paragraph (3). (5) Where provision envisaged by sub-paragraph (4) is included in the policy, the policy must make provision dealing with the circumstance described in paragraph (6). (6) The circumstance in this sub-paragraph arises where- (a) the responsible person has reason to believe that a person (“P”) who seeks to be supplied with alcohol from a place to which the age verification policy applies has not attained the age of 18, or such greater age as the age verification policy may prescribe (“the relevant age”); and (b) P has indicated their wish to use the relevant ID. (7) When the circumstance in paragraph (6) arises, the policy must state— (a) that P is obliged, upon the request of the responsible person, to make available to the responsible person the means by which their relevant ID may be verified; but (b) that the responsible person may only accept P’s relevant ID where the condition in sub-paragraph (8) applies. (8) The condition in this sub-paragraph is that the responsible person is covered by an agreement with a DVSP (“the relevant DVSP”) for the provision of digital verification services where— (a) the relevant DVSP has agreed that it will confirm, in the course of providing its services to the responsible person, whether or not P has attained the relevant age; (b) the relevant DVSP has agreed that it will deliver identification to the responsible person that reaches at least a medium level of confidence; (c) that level of confidence has been verified by a DVSP, whether that DVSP is the relevant DVSP or another; and (d) the relevant DVSP is registered as a provider of those services in accordance with Version 0.4 or Version 1.0 of the DVS trust framework. (9) In this paragraph- (a) “DVSP” means a person who provides digital verification services, and is included in the register maintained by the Secretary of State under section 32 (DVS register) of the Data (Use and Access) Act 2025 (“the 2025 Act”); (b) “DVS trust framework” is to be construed in accordance with section 28 (DVS trust framework) of the 2025 Act; (c) “medium level of confidence”, in respect of identification described in sub-paragraph (8)(b), is to be construed in accordance with— (i) Version 0.4 of the DVS trust framework, in the case that the relevant DVSP, or as the case may be, another DVSP provides the service described in sub-paragraph (8)(c), and is registered as a provider of that service, in the DVS register, in accordance with Version 0.4 of the DVS trust framework; (ii) Version 1.0 of the DVS trust framework, in the case that the relevant DVSP, or as the case may be, another DVSP provides the service described in sub-paragraph (8)(c), and is registered as a provider of that service, in the DVS register, in accordance with Version 1.0 of the DVS trust framework. (10) For the purposes of sub-paragraph (6) “supplied” is to be construed in accordance with section 14 of the Licensing Act 2003. (11) Nothing in sub-paragraphs (4) to (10) prevents the supply of alcohol to a person based upon identification of a type described in sub-paragraph (3).

489 - Availability of Certain Measures of Alcohol: (1) The responsible person must ensure that- (a) Where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures- (i) Beer or Cider: ½ pint; (ii) Gin, Rum, Vodka or Whisky: 25 ml or 35 ml; and (iii) Still wine in a glass: 125 ml; and (b) These measures are displayed in a menu, price list or other printed material which is available to customers on the premises; and (c) Where a customer does not in relation to a sale of alcohol specify the quantity of alcohol to be sold, the customer is made aware that these measures are available.

491 - Minimum Pricing (1) A relevant person shall ensure that no alcohol is sold or supplied for consumption on or off the premises for a price which is less than the permitted price as defined in the Schedule to the Licensing Act 2003 (Mandatory Conditions) Order 2014 [UK Statutory Instrument 2014 No.1252] www.legislation.gov.uk/uksi/2014/1252/contents/made

788 - That a CCTV system shall be installed at the premises and be maintained in good working order and be continually recording at all times the premises are in use under the licence. The CCTV System must be capable of capturing a clear facial image of every person who enters the premises. It should cover all communal areas within the premises including outside area to the front in all lighting conditions.

789 - That a member of staff should be on duty at all times the premises is open that is trained in the use of the CCTV and able to view and download images to a removable device on request of Police or council officer.

840 - That the plan number 17080-SQP-ASK054 be amended (a copy of which is attached) and defined as: (i) Area GA – “event space”. (ii) Area GB – “bar/restaurant”. (iii) Area GC – “meeting rooms”. (iv) Area GD – “outside area”. (v) Area GE – “outside area”.

843 - That save for late night refreshment, no licensable activities shall take place on floors 1-4.

844 - That the premises will operate as offices with ancillary bar and events space. Save for up to 200 Founding Members, membership shall be limited to persons over the age of 18 who have paid for office space within the building.

850 - That the maximum accommodation (save for staff) of the ground floor shall be 400 and the maximum occupancy of individual parts of the ground floor and basement shall be as follows: a. event space (“GA”) shall be 199. b. basement screening room shall be 40. c. bar/restaurant area (“GB”) shall be 196. d. smaller external area (“GE”) shall be 20. e. larger courtyard area adjacent to Newington Causeway (“GD”) shall be 60.

851 - That no noise generated within the premises shall be audible in any other noise sensitive premises so as to be a nuisance.

852 - That all amplified music generated in the event space, cinema or bar/restaurant shall be relayed through a noise limiter which will be set at a level to ensure that the music shall not cause a nuisance in any other noise sensitive premises.

853 - That the LFmax sound from amplified and non-amplified music and speech from the application site shall not exceed the lowest L90 (5min), 1m from the facade of any residential premises receptor in all third octave bands between 31.5Hz and 8kHz. The L90 (5min) not to be exceeded is that reported in 'The ministry offices - Ministry of Sound - Noise Assessment and Management Plan - VC-102611-NMP-EN-JETG-0001-FIN - FINAL - 3 May 2018 by Vanguardia”:

854 - That no noise generated on the premises, or by its associated plant or equipment, shall emanate from the premises nor vibration be transmitted through the structure of the premises which gives rise to a nuisance.

855 - That regulated entertainment by way of recorded music shall not be permitted off the premises or in external areas on the premises including areas GD and GE.

856 - That no table or chairs shall be permitted on the pavement in front of the premises

857 - That sound lobbies shall be maintained at the entrances to the event space and the bar/restaurant as shown on the plans.

858 - That whenever regulated entertainment is provided doors and windows shall be closed except for immediate ingress and egress.

859 - That food and non-intoxicating beverages, including drinking water, shall be available in all parts of the premises where alcohol is sold or supplied.

860 - That notices shall be prominently displayed at all exits requesting all users of the premises to respect the needs of local residents and businesses and to leave the area quietly.

862 - That both external areas (“GD” and “GE”) shall be supervised by staff when occupied at all times licensable activities are being carried on or if being used by smokers at any time.

863 - That all recordings shall be stored for a minimum period of 31 days with date and time stamping. Recordings shall be made available immediately upon the request of Police or authorized officer throughout the preceding 31 day period. The CCTV system should be updated and maintained according to police recommendations.

864 - That a direct telephone number for the manager at the premises shall be publicly available at all times the premises is open. This telephone number is to be made available to residents and businesses in the vicinity.

866 - That the acoustic measures specified in the Vanguardia Noise Report of 3 May 2018 (reference “Noise Assessment – Peabody Estates, VC-102611- NMP-EN-JETG-0002-FIN Final”) at paragraphs 4.9 to 4.14 shall be implemented prior to the provision of licensable activities at the premises, specifically to the ground floor front and rear facades. The scheme of sound insulation shall be constructed and installed in accordance with the approval given and shall be permanently maintained thereafter. Following completion of the works and prior to the provision of licensable activities at the premises a validation test shall be carried out assessing both noise and vibration emissions from the premises. The results shall be submitted to the licensing authority.

867 - That the installation of a noise canopy or similar in the larger external area (“GD”) shall be effected before the residential occupation of any proposed residential property within 50 meters of it.

868 - That the premises shall operate in accordance with a Noise Management Plan a copy of which shall be provided to the Licensing Unit.

869 - That there will be a minimum of 750 workspaces available at the premises.

870 - That there will be a personal licence holder on duty at all times the premises is open to the public.

871 - That external waste handling, collections, deliveries and the cleaning of external areas shall not take place between the hours of 20:00 and 08:00.

872 - That there will be a written dispersal policy provided to the licensing authority, a copy shall be kept at the premises and made immediately available for inspection by the police and authorised council officers.

8AA - That a challenge 25 proof of age scheme for guests of members will operate at the premises where the only acceptable forms of identification are recognised photographic identification (including electronic) cards such as: a. Driving licences b. Passports c. National identity cards d. Military identity cards e. Cards bearing the PASS Hologram

8AB - That all staff involved in the sale of alcohol shall be trained in their responsibilities under the Licensing Act 2003, training records to be kept for a minimum period of 6 months.
