Conditions:

100 - (1) No retail sale of alcohol may be made under the premises licence: (a) at a time when there is no designated premises supervisor in respect of the premises licence, or (b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.

101 - (2) Every retail sale of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

113 - Non standard: From the terminal hours on New Years Eve to the commencement of regulated hours for late night refreshment, alcohol and opening hours on the following day. Sundays prior to Bank Holidays to be treated as Saturdays for the purposes of reguated hours and activities.

288 - That a CCTV system shall be installed and maintained in full working order. The CCTV system will record footage of evidential quality in all lighting conditions and should be able to capture a clear facial image of all persons that enter the venue. All public areas will be covered by the CCTV system including the bar and smoking areas. The premises shall not be open at any time when the CCTV is not operating correctly.

289 - All CCTV footage shall be kept for a period of thirty one (31) days and shall be made immediately available for inspection to officers of the Police and the Council on request.

293 - That all staff are trained in their responsibilities under the licensing act 2003 and training records to be kept and updated every 6 months and shall, upon request, be made immediately available to Officers of the Police and the Council.

332 - Children to be accompanied by a responsible adult for the purposes of having a meal.

340 - That clear legible signage shall be prominently displayed asking patrons to leave quietly and respect neighbours.

341 - A challenge 25 policy shall be implemented and maintained.

344 - The accommodation limit for the premises shall not exceed 300 persons (excluding staff).

345 - The written dispersal policy shall be kept at the premises with the licence and made available for inspection by authorised council officers or the police. All relevant staff shall be trained in the implementation of the dispersal policy.

346 - Except for any authorised external seating area, all ‘off sales’ of alcohol shall be provided in sealed containers and taken away from the premises.

347 - That clear legible signage shall be prominently displayed where it can be easily seen and read, requesting that ‘off sales’ of alcohol are not be opened and consumed in the vicinity of the premises.

348 - That there shall be at least one member of staff on duty at all times the premises are in operation who is trained and proficient in the operation of the CCTV system and who is capable of operating and retrieving footage at the request of police, council or other authorised officers.

349 - An incident book / incident recording system shall be kept at the premises to record details of any of the following occurrences at the premises: Instances of anti-social or disorderly behaviour, Violence. Calls to the police or fire brigade Abuse of staff and / or customers. Ejections of people from the premises. Visits to the premises by the local authority, police or fire brigade. Refused sales of alcohol. Any malfunction in respect of the CCTV system. Seizures of drugs at the premises. Any other relevant incidents. The incident book / incident recording system shall record the time, date, location and description of each incident, the printed and signed name of the person reporting the incident and any action taken in respect of the incident. The incident book / incident recording system shall be available / be accessible at the premises at all times that the premises are in use in accordance with this licence and shall be made available to officers of the council, police or fire brigade on request.

350 - That any music event that takes place at the venue after 1800hrs on a Friday or Saturday be it live or recorded will require a minimum of 4 SIA Security staff of which there shall be a minimum of one female SIA security staff.

351 - That any external promoted music event that takes place at the venue after 1800hrs on any day be it live or recorded will require the following SIA Security Staff on duty: • A minimum of 2 SIA Security staff on duty where the capacity of the premises is up to100 (excluding staff). • A minimum of 3 SIA Security staff on duty where the capacity of the premises is up to 200 (excluding staff). • A minimum of 4 SIA Security staff on duty where the capacity of the premises is up to 300 (excluding staff). Of which there shall be a minimum of one female SIA security staff. They will be employed to control entry to the premises, to deal with the searching / scanning of customers, to deal with any anti-social or disorderly behaviour at the premises, to deescalate confrontations, to assist with emergency escape from the premises, to deal with the ejection of people from the premises and to assist management in liaising with the police regarding instances of crime. The SIA security shall be easily identifiable and remain on duty until all patrons have vacated the venue and its immediate vicinity inclusive of St Thomas Street.

352 - That a minimum of 2 SIA Security staff shall wear body worn video cameras and be in contact with each other and the venue via radios.

353 - That clearly legible notices will be prominently displayed where they can easily be seen and read by customers stating that all customers attending the venue for live or recorded music events after 1800hrs will be searched prior to entry.

354 - All customers attending the venue for externally promoted live or recorded music events that take place after 1800hrs will be searched and the search shall include, but not limited to, the use of hand held metal detector prior to entry. The search policy will include the search of all customers and shall include, DJs, Artists and associated staff and their equipment.

355 - All customers attending the venue for live or recorded music events that take place after 2000hrs will be searched. The search policy will include the search of all customers.

356 - All customers attending the venue for live or recorded music events between 1200hrs and 1800hrs shall be subject to a minimum bag search policy and subject to venue risk assessment system.

357 - That a crime prevention policy will be devised and maintained at the premises. The crime prevention policy will include provision for lost property and its return to owners. A copy of the crime prevention policy shall be kept at the premises with the premises licence and shall be made immediately available for inspection to council and / or police officers on request. All staff shall be trained in the implementation of the latest version of the crime prevention policy. Details of such training shall be recorded in the staff training logs at the premises.

358 - That a clicker system shall be in place at the venue to count the number of patrons present.

359 - An event management plan shall be developed by the venue and a copy of this shall be held at the venue and made available to authorised officer of the council and police. The plan shall include but not limited to the following: - • A clear and concise risk assessment system of grading each event. • The risk assessment shall include the requirement for additional SIA. • The venue shall have ultimate responsibility for risk assessing all events held.

360 - During externally promoted recorded music events, an ID Scan system shall be in place from 20:00hrs for all customers, DJ’s and associated staff requiring entry to the premises.

361 - Where the terminal hours are beyond midnight and there is a requirement for SIA staff to be operating on the premises, an ID Scan system shall be in place from 20:00hrs for all customers requiring entry to the premises.

362 - That alcohol supplied in the mezzanine area will be in polycarbonates only.

363 - That no outside area shall be used after 2200hrs with the exception to those that leave to smoke and this shall be limited to 20 persons, this shall be controlled by staff.

364 - That no alcohol shall be taken into the outside smoking area after 2200hrs.

485 - Irresponsible Promotions: (1) The responsible person must ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises. (2) In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises - (a) Games or other activities which require or encourage, or are designed to require or encourage, individuals to- (i) Drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or (ii) Drink as much alcohol as possible (whether within a time limit or otherwise; (b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic in a manner which carries significant risk of undermining a licensing objective; (c) Provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less in a manner that which carries significant risk of undermining a licensing objective; (d) Selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner; (e) dispensing alcohol directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability).

487 - Free tap water: (1) The responsible person must ensure that free potable water is provided on request to customers where it is reasonably available.

488 - Age Verification Policy: (1) The premises licence holder or club premises certificate holder must ensure that an age verification policy is adopted in respect of the premises in relation to the sale or supply of alcohol. (2) The designated premises supervisor in relation to the premises licence must ensure that the supply of alcohol at the premises is carried on in accordance with the age verification policy. (3) Subject to sub-paragraph (4), the policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and either - (a) a holographic mark, or (b) an ultraviolet feature. (4) The age verification policy may make provision permitting a responsible person to accept identification in digital form (“relevant ID”) instead of identification of a type described in sub-paragraph (3). (5) Where provision envisaged by sub-paragraph (4) is included in the policy, the policy must make provision dealing with the circumstance described in paragraph (6). (6) The circumstance in this sub-paragraph arises where- (a) the responsible person has reason to believe that a person (“P”) who seeks to be supplied with alcohol from a place to which the age verification policy applies has not attained the age of 18, or such greater age as the age verification policy may prescribe (“the relevant age”); and (b) P has indicated their wish to use the relevant ID. (7) When the circumstance in paragraph (6) arises, the policy must state— (a) that P is obliged, upon the request of the responsible person, to make available to the responsible person the means by which their relevant ID may be verified; but (b) that the responsible person may only accept P’s relevant ID where the condition in sub-paragraph (8) applies. (8) The condition in this sub-paragraph is that the responsible person is covered by an agreement with a DVSP (“the relevant DVSP”) for the provision of digital verification services where— (a) the relevant DVSP has agreed that it will confirm, in the course of providing its services to the responsible person, whether or not P has attained the relevant age; (b) the relevant DVSP has agreed that it will deliver identification to the responsible person that reaches at least a medium level of confidence; (c) that level of confidence has been verified by a DVSP, whether that DVSP is the relevant DVSP or another; and (d) the relevant DVSP is registered as a provider of those services in accordance with Version 0.4 or Version 1.0 of the DVS trust framework. (9) In this paragraph- (a) “DVSP” means a person who provides digital verification services, and is included in the register maintained by the Secretary of State under section 32 (DVS register) of the Data (Use and Access) Act 2025 (“the 2025 Act”); (b) “DVS trust framework” is to be construed in accordance with section 28 (DVS trust framework) of the 2025 Act; (c) “medium level of confidence”, in respect of identification described in sub-paragraph (8)(b), is to be construed in accordance with— (i) Version 0.4 of the DVS trust framework, in the case that the relevant DVSP, or as the case may be, another DVSP provides the service described in sub-paragraph (8)(c), and is registered as a provider of that service, in the DVS register, in accordance with Version 0.4 of the DVS trust framework; (ii) Version 1.0 of the DVS trust framework, in the case that the relevant DVSP, or as the case may be, another DVSP provides the service described in sub-paragraph (8)(c), and is registered as a provider of that service, in the DVS register, in accordance with Version 1.0 of the DVS trust framework. (10) For the purposes of sub-paragraph (6) “supplied” is to be construed in accordance with section 14 of the Licensing Act 2003. (11) Nothing in sub-paragraphs (4) to (10) prevents the supply of alcohol to a person based upon identification of a type described in sub-paragraph (3).

489 - Availability of Certain Measures of Alcohol: (1) The responsible person must ensure that- (a) Where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures- (i) Beer or Cider: ½ pint; (ii) Gin, Rum, Vodka or Whisky: 25 ml or 35 ml; and (iii) Still wine in a glass: 125 ml; and (b) These measures are displayed in a menu, price list or other printed material which is available to customers on the premises; and (c) Where a customer does not in relation to a sale of alcohol specify the quantity of alcohol to be sold, the customer is made aware that these measures are available.

491 - Minimum Pricing (1) A relevant person shall ensure that no alcohol is sold or supplied for consumption on or off the premises for a price which is less than the permitted price as defined in the Schedule to the Licensing Act 2003 (Mandatory Conditions) Order 2014 [UK Statutory Instrument 2014 No.1252] www.legislation.gov.uk/uksi/2014/1252/contents/made
