Conditions: 100 - No supply of alcohol may be made under the Premises Licence - (a). At a time when there is no Designated Premises Supervisor in respect of the Premises Licence; or (b). At a time when the Designated Premises Supervisor does not hold a Personal Licence or his Personal Licence is suspended.

101 - Every supply of alcohol under the Premises Licence must be made, or authorised by, a person who holds a Personal Licence.

102 - The admission of children to films given under this licence must be restricted in accordance with the recommendations of the British Board of Film Classification or of the licensing authority itself.

340 - The Premises Licence shall be restricted to no more than 6 event days per calendar year.

341 - The Premises Licence Holder will work closely with SAG/Multi Agency Group of stakeholders across the Borough to ensure all four licensing objectives are met and will communicate accordingly with all the required additional parties, friends of groups, local community & partners as appropriate. Any official SAG/Multi-Agency meetings will be set by the local Council officer in charge of liaison.

342 - No later than 120 days prior to the proposed dates of the event taking place, the Premises Licence Holder shall notify all Responsible Authorities and SAG Members of their intention to hold an event and provide the proposed date(s) it is to be held. The Premises Licence proposed will only cover specific dates to deliver the event within the event site footprint.

343 - No later than 90 days prior to the event taking place the Premises Licence Holder shall consult with Council Highways and Police with regard to his proposals for traffic management, security and stewarding.

344 - No later than 90 days prior to the event taking place, the Premises Licence Holder shall open an Event Management Plan with appendices as a living document. The EMP will be viewable to the SAG & Multi Agency Group members it will outline the roles, duties, standards and requirements to ensure a successful observance and delivery of licensing objectives pre, during and post even

345 - No later than 21 days prior to the event taking place, the Premises Licence Holder will seek confirmation of final sign off of the event management plan and any subsequent changes after will immediately be brought to the attention of SAG.

346 - The Premises Licence Holder will authorise & provide access from one day prior until the final event day to any authorised person from the SAG, Council (Child Protection, Licencing, Noise Team), Met Police, Fire, London Ambulance Services in order to carry out the fullness of their required duties to ensure the purposes of a site inspection and confirmation of compliance of all four licensing objectives.

347 - All Events will be planned and managed by the appointed event management team with a track record of outdoor public events.

348 - A time & date stamped version controlled copy of the EMP will be held onsite through the event for reference by Event Control staff.

349 - The Premises Licence Holder will put in place an Event Control team and Information Points to ensure practical delivery of all four licensing objectives - the prevention of crime and disorder - public safety - the prevention of public nuisance - the protection of children from harm

350 - A suitable perimeter will be placed around the main site footprint to enable the execution of the EMP.

351 - The event management plan will reference and take guidance from some of the following Health and safety legislations, papers & manuals: o The Event Safety Guide: A guide to health, safety and welfare at music and similar events HSG 195 o Guide to Safety at Sports Grounds o Health and safety at Work Act 1974 o Management Regulations 1999, and advice given in HG65 The Principles of Safety Management. o RIDDOR 2013 o The Children's Act 1989 o The Regulatory Reform (Fire Safety) Order 2005 o Wildlife and Countryside Act 1981 o Local Council Open Spaces Bylaws

352 - Attendees will be controlled, managed and observed appropriately at all times whilst on site

353 - A reputable and experienced SIA-accredited security and stewarding company will be appointed to ensure public safety and to prevent crime and disorder with staff wearing their SIA badges at all times. Crowd Management Plan will be available

354 - All attendees to the event will be subject to a visual & possibly a physical (hands on) search carried out by SIA

355 - A general drug policy will be in place & will include noxious substances. Entry to the event site maybe be refused to any person who is intoxicated on arrival or clearly under the influence of drugs.

356 - Anyone found with an offensive weapon on entry will be refused admittance and the Police informed immediately

357 - A personal licence holder shall brief all bar staff before each event and include information on the prevention of crime and disorder related to responsible drinking, selling & serving of alcohol. A time & date stamped log of this briefing will be included as part of the pre-opening checklist

358 - All drinks shall be sold in either opened cans, PET containers or decanted into polycarbonate vessels. No glass drinking vessels will be permitted into the public event space. Glass bottles will be retained behind bars for disposal.

359 - Event control will liaise with Police throughout the event

360 - All staff briefed on the chain of command for reporting incidents and observations of concerns. A record of each briefing will be retained for any post event debrief

361 - A drugs, alcohol & weapons policy will be available to the public before and at the event

362 - The Premises Licence Holder will consult with the Local Police Authority from the early stages of event planning to ensure a robust and compliant plan is produced that promotes the four licensing objectives from a police perspective and utilise the local police knowledge of the event area. Close working arrangements to be planned with Local Police and the MET BPA for a community engagement presence

363 - All documents regarding Crime & Disorder will be available for the SAG in advance of any event taking place

364 - Any considerations for living with COVID-19, pandemics, epidemics, national or local health emergencies will be considered and factored into the planning and response through additional sections of the Event Management Plan.

366 - Key sections of the EMP will be created as quick guidance information for event staff to use in a practical way in order to enhance public safety

367 - Ample footprint to be provided for the activities and capacity of attendees

368 - Sufficient First Aid facilities will be provided by qualified practitioners, and nearby hospitals will be notified at least 28 days prior to the event taking place

369 - Suitable Risk Assessments will be conducted using HSE guidance and Fire Safety measures and approved as part of the Event Management Plan.

370 - A Security Management Plan will be available for review to prevent crime and disorder with the input of the Local Police team. There will be communication via 2-wayradio at all times and the periodic monitoring of the event site with regular patrols and frequent spot checks of the perimeter throughout the day by security to ensure the integrity of the site and to prevent unchecked persons

371 - All large structures and stage areas will be erected and maintained by professional contractors who will ensure accordance with the relevant British Safety Standards with their own risk assessments

372 - The event site will not open for public operation until a check has been undertaken by the Event Control team

373 - Event site will be made accessible and enabled for elderly and guests with disabilities where possible

374 - Traffic management will be conducted by stewards instructed in the flow direction and speed restrictions on site and within the car parking area. They will also ensure that emergency vehicular access is unrestricted

375 - A Communications plan will be developed to ensure a smooth flow of information between staff, guests, contractors and stakeholders. The communication plan will include a basic signage list to ensure that signage across the event site and on the external perimeter is useful, informative and adds value to safety. Signage will be clear and visible for all, where possible a picture version will be provided

376 - The event control team will be responsible for the co-ordination and implementation of all safety procedures

377 - Suitable and professional contractors will be engaged to undertake the delivery of key functions of the site facilities

378 - All major incidents will be report logged and handed over to the Police and Emergency Services. Response procedures will be outlined within the emergency response plan any body worn footage will be shared as requested

379 - All confiscated prohibited items will be disposed of appropriately

380 - All Catering contractors and vendors will be registered and expected to follow any necessary procedures

381 - Welfare, medical & information points will be provided within the event site

382 - The event will be promoted as a safe space for family and friends. Any event that is specifically for 18+ will be communicated and planned accordingly

383 - Limited mixed seating will be provided for rest purposes. Covered areas of shade will be provided for access by the public

384 - The appropriate firefighting equipment will be provided throughout the site.

385 - A queuing system will be designed and implemented at the main entrance to minimise waiting time whilst maintaining crowd safety

386 - Loudhailers or a suitable public address system will be provided to assist Stewards in giving information to customers regarding delays and other pertinent information

387 - 2-way radios will be provided to team leaders and key staff

388 - All Alcohol provision will be clearly managed with no external alcohol permitted to be brought on site unless permission given by the Premises Licence Holder. The Premises Licence Holder or Designated Premises Supervisor (DPS) can request closure of any unauthorised third party structure or service serving alcohol

389 - All Vehicle movements across the site will be restricted whilst open to the public, any vehicle movement during event operation will be escorted by a steward

390 - Weather will be carefully monitored with wind speeds assessed pre, during and post event day. Any small structures affected by high wind speeds maybe temporarily closed or additionally reinforced

391 - Access to any hazardous area will be restricted in access to the public and made safe for staff

392 - Guests will be encouraged to leave the event site peacefully and respectfully as per the agreed licenced times after each day of an event. Attendees will be guided where to exit by stewards/staff directly to car parks, bus stands, taxi point and main roads

393 - Any attendees causing a nuisance will be required to leave the site, any serious incidents will be logged and a record retained by Event Control, where necessary Police will be alerted

394 - Local poster and banners campaign within a 1 mile radius will provide residents with prior notification of the event including event operation timings

395 - Information about potential delays or interruptions in the entry, exit or event day programme will be relayed to the attendees as soon as they are known and it is possible to do so

396 - Pedestrian flow rates and queues into the event entry gates shall be monitored throughout the event to ensure smooth entrance and minimal disruption on the public highway. Any delays to entry will be communicated promptly

397 - Sound systems for the stages will be set up and placed them in such a way so as to maximise the sound for the audience but minimise the impact on surrounding areas

398 - The position of direct lighting (e.g. tower lights) shall not be in such a way which affects local residents but must be balanced to provide adequate / suitable lighting levels for navigation in and around the site.

399 - All site deliveries and collections will be undertaken with due care, attention and diligence to minimise disturbance to residents and any noise sensitive premises within the vicinity

400 - Noisy construction works audible beyond the site boundary shall only be undertaken between the hours of 08:00-21:00hrs Monday to Saturday and 08:00-19:00hrs on Sunday. Limited overnight work shall be carried out during the build or break periods

401 - An allocated Noise person will be present throughout the event to control and monitor audio levels to ensure that they work well within the noise limits. The person responsible for noise will contact the Environmental Health Department prior to the event to agree the Noise Management Plan. Propagation tests may take place prior to event opening times/days

402 - A noise hotline contact details will be provided to allow residents to contact the Event Control team and leave a message via phone, text or email should they need to make a complaint during the event. Messages will be checked and logged throughout the event

403 - Staff will monitor any drunken disorderly behaviour on site to ensure nuisance is kept to a minimum and the overall management of Alcohol sales will be overseen by the Designated Premises Supervisor/Premises Licence Holder, Bar Supervisors

404 - An Alcohol Management Plan will be drawn up, agreed with the authorities and implemented by the DPS. There will be a dedicated bar manager or supervisor for each bar who will directly instruct, monitor and support bar staff in ensuring the requirements of the Licensing Act 2003 are adhered to at all times

405 - Public toilets (general access & disabled) will be available for attendees and staff use with cleaning between event days to encourage maximum use by attendees so that the immediate vicinity is not affected by public urination

406 - Litter picking will be undertaken throughout the event site during the day and all waste will be removed quickly following the conclusion of the event. No waste will be left on the event site without seeking permission and providing a timescale for removal

407 - Consultation shall be carried out with local residents via engagement local groups and councils wherever possible prior to any planned event

408 - Any planned event where children are permitted will be clearly advertised with a separated Child Safety Plan provided

409 - For events with children permitted to attend, Each adult will be allowed to supervise a maximum of 5 children (Under 12 years) All parent/carers will be responsible for their children. Any child under the age of 12 years MUST BE accompanied by an ADULT (over 18) into the festival site. These age restrictions will be clearly stated on the event website and on entry On arrival at the festival all responsible adults will be given the option to provide a white wristband with a unique code to place on the wrist of the child or vulnerable person. Information point will hold a register of the contact details to match the unique code Any lost children or vulnerable people will be directly taken to the Information Point which will be clearly signposted. The information point will provide a safe space until the responsible adult can collect the individual Children visibly under the age of 12 will be challenged if attempting to leave the event site unaccompanied. A Lost Child & Vulnerable Person Procedure will be in place and will be detailed in the EMP

410 - Bars will operate a Challenge 25 policy which will be clearly signposted. Over 18’s maybe asked to prove their age

411 - Discarded alcohol will be removed by staff & litter pickers to avoid accidental consumption by minors

412 - Any Child or Vulnerable person seen to be consuming discarded alcohol & unmonitored will be challenged & escorted to the medic facilities &/or information point

413 - Stewards and security staff will be trained to be vigilant for suspicious activity involving children within the event site and report to Police Officers in attendance. Staff and suppliers will also be briefed on the procedure to deal with situations of lost children or vulnerable adults

414 - Toilet bays will be included in the monitoring points for safeguarding

415 - Any alcohol sampling will be available to adults over 18 only

416 - Children will be restricted from accessing age restricted content, areas and products with an 18+ ID requirement. Staff will be briefed to carry out this policy at all times, observational checks by SIA staff will be in place periodically throughout the event

417 - All event staff will be wearing hi or lo-viz jackets and branded event t-shirts for visibility and assistance

418 - The event area will be contained and fenced with a perimeter to help increase security of the site. Access to and from the site will only be permitted via the entry and exit gates which will allow for minors to be observed by SIA Officers and Event Stewards

485 - (1) The responsible person must ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises. (2) In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises – (a) games or other activities which require or encourage, or are designed to require, encourage, individuals to - (i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or (ii) drink as much alcohol as possible (whether within a time limit or otherwise); (b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic in a manner which carries a significant risk of undermining a licensing objective; (c) provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less in a manner carries a significant risk of undermining a licensing objective; (d) selling or supplying alcohol in association with promotional poster or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner; and (e) dispensing alcohol directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of disability).

487 - The responsible person must ensure that free potable water is provided on request to customers where it is reasonably available.

488 - (1) The premises licence holder or club premises certificate holder must ensure that an age verification policy is adopted in respect of the premises in relation to the sale or supply of alcohol. (2) The designated premises supervisor in relation to the premises licence must ensure that the supply of alcohol at the premises is carried on in accordance with the age verification policy. (3) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and either (a) a holographic mark; or (b) an ultraviolet feature.

489 - The responsible person shall ensure that - (a) Where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures - (i) Beer or cider: 1/2 pint; (ii) Gin, rum, vodka or whisky: 25 ml or 35 ml; and (iii) Still wine in a glass: 125 ml; (b) these measures are displayed in a menu, price list or other printed material which is available to customers on the premises; and (c) where a customer does not in relation to a sale of alcohol specify the quantity of alcohol to be sold, the customer is made aware that these measures are available,

491 - 1. A relevant person shall ensure that no alcohol is sold or supplied for consumption on or off the premises for a price which is less than the permitted price. 2. For the purpose of the condition set out in paragraph (1): (a) “duty” is to be construed in accordance with the Alcoholic Liquor Duties Act 1979; (b) "permitted price" is the price found by applying the formula P = D + (D x V), where- (i) P is the permitted price, (ii) D is the amount of duty chargeable in relation to the alcohol as if the duty were charged on the date of the sale or supply of the alcohol, and (iii) V is the rate of value added tax chargeable in relation to the alcohol as if the value added tax were charged on the date of the sale or supply of the alcohol; (c) "relevant person" means, in relation to premises in respect of which there is in force a premises licence – (i) the holder of the premises licence: (ii) the designated premises supervisor (if any) in respect of such a licence; or (iii) the personal licence holder who makes or authorises a supply of alcohol under such a licence; (iv) "relevant person" means, in relation to premises in respect of which there is in force a club premises certificate, any member or officer of the club present on the premises in a capacity which enables the member or officer to prevent the supply in question; and (v)"value added tax" means value added tax charged in accordance with the Value Added Tax Act 1994. 3. Where the permitted price given by paragraph (b) of paragraph 2 would (apart from this paragraph) not be a whole number of pennies, the price given by that sub-paragraph shall be taken to be the price actually given by that sub-paragraph rounded up to the nearest penny. 4. (1) Sub-paragraph (2) applies where the permitted price given by paragraph (b) of paragraph 2 on a day ("the first day") would be different from the permitted price on the next day ("the second day") as a result of a change to the rate of duty or value added tax; (2) the permitted price which would apply on the first day applies to sales or supplies of alcohol which take place before the expiry of the period of 14 days beginning on the second day.
