Conditions: 100 - No supply of alcohol may be made under the Premises Licence - (a). At a time when there is no Designated Premises Supervisor in respect of the Premises Licence; or (b). At a time when the Designated Premises Supervisor does not hold a Personal Licence or his Personal Licence is suspended.

101 - Every supply of alcohol under the Premises Licence must be made, or authorised by, a person who holds a Personal Licence.

102 - The admission of children to films given under this licence must be restricted in accordance with the recommendations of the British Board of Film Classification or of the licensing authority itself.

112 - Non-standard timings – opening hours: Mondays will only apply to Bank Holiday Monday. Any Sunday' prior to Bank Holiday Monday will close at 23:30hrs;

255 - The appropriate type and number of firefighting equipment shall be provided throughout the site. Locations and numbers will be specified in the ESMP;

302 - The Drugs Policy will include New Psychoactive Substances (NPS) and No2/NOS/Nitrous Oxide. No2 will not be permitted on site and any found on entry will be confiscated;

304 - The details of two contact telephone numbers, including a mobile telephone number, permanently staffed during performances, will be made available to council officers prior to the event(s);

305 - All EMERGENCY EXITS, TOILETS AND FIRST AID POSTS shall be clearly indicated by means of signage, such that it is visible to attendees;

323 - The PLH will ensure that regular checks are to be carried out at the nearest sound sensitive locations to the event (e.g. houses, residential homes, churches as described in the NMP) to monitor the noise and ensure that the limits agreed are not exceeded;

340 - This Licence will permit a maximum of 6 event days only per year (Thursdays, Fridays, Saturdays and Sundays or Bank Holiday Mondays only - where Monday is a recognised Bank Holiday);

341 - The exact date of each event will be agreed with the Local Authority and Safety Advisory Group (SAG) at least 12 weeks in advance;

342 - The exact site layout and location within the wider park will be agreed with the SAG at least 8 weeks in advance;

343 - The exact capacity for each event would be agreed with the Local Authority and SAG at least 12 weeks in advance;

344 - The maximum capacity on site will not exceed 14,999 (inclusive of all persons on site);

345 - Each and every event would be presented individually to the SAG;

346 - The event organisers shall have a means of counting in the people entering the event site to ensure that they are able to provide on request, the number of people on site at any point in time to authorised officers;

347 - Locked amnesty bins shall be provided for the disposal of alcohol and other waste;

348 - An event and site-specific Event Safety Management Plan (ESMP) will be developed and shared with the Licensing Authority and SAG;

349 - The ESMP will include details on the following subjects: Event Risk Assessments, Event Schedule, Site Plan, Fire Risk Assessment, Security & Crowd Management Plan, Drugs Policy, Liquids Policy, Alcohol Management Plan, Traffic Management Plan, Egress / Dispersal Plan, Waste Management Plan, Medical Management Plan, Adverse Weather Plan, Crisis Communication Plan, Noise Management Plan, Sanitation Plan, Child Welfare/Vulnerable Persons Policy. These documents will be ‘living documents’ which will be reviewed and revised in the planning phases of the events;

350 - The premises will be run in accordance with the event management plan submitted;

351 - The written dispersal policy shall be kept at the premises with the licence and made available for inspection by authorised council officers or the police. All relevant staff shall be trained in the implementation of the dispersal policy;

352 - A suitable and experienced security and stewarding company will be appointed to ensure public safety and to prevent crime and disorder;

353 - The ESMP Security & Crowd Management Plan (CMP) will outline the number, position and roles of the Security and Stewarding staff working at the event;

354 - The CMP will outline the details of the level of search on entry to be implemented;

355 - Searches will be carried out by SIA Registered staff of the same sex;

356 - Anyone found on entry with more than the agreed quantities for personal consumption (as outlined in the Drugs Policy) of controlled substances or NPS will be refused entry and the Police informed immediately;

357 - Anyone found with an offensive weapon on entry will be refused admittance and the Police informed immediately;

358 - Each bar on site shall have a dedicated bar manager or supervisor and team who shall be conversant with the requirements and responsibilities for the sale of alcohol and shall be given designation of their responsibilities;

359 - The DPS, or their authorised representative, shall brief all bar staff before each event. A record of this briefing shall be kept on site;

360 - All drinks shall be sold in either opened cans, PET containers or decanted into polycarbonate vessels. No glass drinking vessels will be permitted into the public festival arena. Glass bottles will be retained behind bars for disposal;

361 - An event and site-specific Risk Assessment and Fire Risk Assessment will be undertaken and implemented;

362 - The Premises Licence Holder shall carry out a suitable and sufficient Medical Risk Assessment as well as use the "purple guide" and HSG195 to determine the level of First Aid provision for the event, such that there is no undue demand on National Health Service resources;

363 - A queuing system will be designed and implemented at the main entrance to minimise waiting time whilst maintaining crowd safety.

364 - Crowd Management Stewards tasked with entry lane queue management will wear Hi-Visibility tabards.

365 - Loudhailers will be available to assist Stewards in providing information to customers regarding delays and other pertinent information.

366 - An agreed number of Stewards and Marshals will be deployed to manage the egress phase of the events. These Stewards and Marshals will wear Hi-Visibility tabards. The number, role and position of these staff will be detailed in the ESMP and relevant appendices.

367 - The ESMP will consider any service disruptions to local rail services and any subsequent rail replacement bus services.

368 - The Traffic Management Plan (TMP) will be developed following consultation with Southwark Highways and Parking departments as well as TfL. The TMP will be adhered to during the event.

369 - No waste glass or similar items shall be disposed of (“bottling out”) between the hours of 20:00 – 08:00.

370 - The premises licence holder will be required to employ a noise control consultant who shall produce a Noise Management Plan (NMP);

371 - The NMP will detail the Music Noise Level (MNL) limit that events taking place under this Licence will operate at;

372 - The NMP will distinguish any differences between agreed MNL limits that may apply to ‘Headline’ artists and ‘Supporting’ artists;

373 - The Noise Management Consultant will carry out a test of the noise sources prior to the event (soundcheck). The tests shall be conducted at the nearest residential premises.

374 - The premises licence holder will ensure an officer from Environmental Protection Team (EPT) is invited to the proposed sound tests prior to the event (preferably one day before the event);

375 - The premises licence holder shall ensure that all reasonable requests from the Council Officers are complied with;

376 - At least one week prior to the beginning of the event, a leaflet drop is to be made to households in the immediate area. The leaflet is to include a timetable and description of each performance and contact telephone numbers, so that members of the public can contact the PLH to report noise disturbances during the event;

377 - The PLH should ensure that the music noise level limits proposed in the noise management plan are not exceeded during the event;

378 - The NMP will detail the location of the pre-agreed noise monitoring positions. In addition, the Noise Management Consultant will respond (where practical) to requests to check music noise levels at other nearby locations;

379 - The NMP will also consider the proposed frequency of the regular, scheduled checks at the pre-agreed monitoring locations;

380 - The volume of all sound equipment on site shall be the responsibility of the Noise Management Consultant appointed by the premises licence holder;

381 - No additional sound equipment shall be used on site without the prior agreement of the council's EPT and the appointed Noise Management Consultant;

382 - The appointed Noise Management Consultant shall continually monitor noise levels at the sound mixer position and instruct the sound engineer accordingly to ensure that the above noise limits are not exceeded. The Council shall have access to the results of the noise monitoring at any time;

383 - The Noise Management Plan (NMP) will need to be agreed with Southwark EPT no later than 14 days prior to any event taking place;

384 - The Noise Management Consultant will produce a post-event Noise Evaluation Report. The post-event Noise Evaluation Report will be shared with EPT, Southwark Licensing and Southwark Parks & Events Team;

385 - The premises licence holder shall have in place an arrangement (contract) with a reputable Waste Management Company to manage the event site and externally affected areas for the duration of the event, and a post-event clean up;

386 - Events will be categorised as either 18+ or Family Friendly Events. ‘18+ Events’: ‘18+ Events’: a) The event will be a ticketed, 18+ music festival, open to ticket holders only. b) No person under the age of 18 will be permitted to enter the event site. c) The event will be advertised as operating a ‘No ID, No Entry’ Policy.

387 - A Child Welfare and Vulnerable Person procedure will be in place and will be detailed in the ESMP. This will outline action to be taken in the event that under 18’s attempt to gain entry to the event or are discovered within the event perimeter;

388 - ‘Family Friendly Events’: a) For the purposes of this Premises Licence, the definition of a ‘Child’ is considered anyone who has not reached the age of 18 b) A Child must be accompanied by an adult (over the age of 21) c) Parents/Carers will be responsible for their Child whilst on site and will be advised that they should supervise their children at all times d) Each adult (over the age of 21) will be allowed to be responsible for a maximum of 3 Children e) Wristbands will be provided on entry to all Children to allow parents/carers to write their phone number on the inside of the wristband f) A dedicated Lost Children point will be set up and staffed by DBS checked staff (minimum of 2 on duty)

389 - A Child Welfare and Vulnerable Person procedure will be in place and will be detailed in the ESMP.

485 - (1) The responsible person must ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises. (2) In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises – (a) games or other activities which require or encourage, or are designed to require, encourage, individuals to - (i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or (ii) drink as much alcohol as possible (whether within a time limit or otherwise); (b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic in a manner which carries a significant risk of undermining a licensing objective; (c) provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less in a manner carries a significant risk of undermining a licensing objective; (d) selling or supplying alcohol in association with promotional poster or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner; and (e) dispensing alcohol directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of disability).

487 - The responsible person must ensure that free potable water is provided on request to customers where it is reasonably available.

488 - (1) The premises licence holder or club premises certificate holder must ensure that an age verification policy is adopted in respect of the premises in relation to the sale or supply of alcohol. (2) The designated premises supervisor in relation to the premises licence must ensure that the supply of alcohol at the premises is carried on in accordance with the age verification policy. (3) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and either (a) a holographic mark; or (b) an ultraviolet feature.

489 - The responsible person shall ensure that - (a) Where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures - (i) Beer or cider: 1/2 pint; (ii) Gin, rum, vodka or whisky: 25 ml or 35 ml; and (iii) Still wine in a glass: 125 ml; (b) these measures are displayed in a menu, price list or other printed material which is available to customers on the premises; and (c) where a customer does not in relation to a sale of alcohol specify the quantity of alcohol to be sold, the customer is made aware that these measures are available,

491 - 1. A relevant person shall ensure that no alcohol is sold or supplied for consumption on or off the premises for a price which is less than the permitted price. 2. For the purpose of the condition set out in paragraph (1): (a) “duty” is to be construed in accordance with the Alcoholic Liquor Duties Act 1979; (b) "permitted price" is the price found by applying the formula P = D + (D x V), where- (i) P is the permitted price, (ii) D is the amount of duty chargeable in relation to the alcohol as if the duty were charged on the date of the sale or supply of the alcohol, and (iii) V is the rate of value added tax chargeable in relation to the alcohol as if the value added tax were charged on the date of the sale or supply of the alcohol; (c) "relevant person" means, in relation to premises in respect of which there is in force a premises licence – (i) the holder of the premises licence: (ii) the designated premises supervisor (if any) in respect of such a licence; or (iii) the personal licence holder who makes or authorises a supply of alcohol under such a licence; (iv) "relevant person" means, in relation to premises in respect of which there is in force a club premises certificate, any member or officer of the club present on the premises in a capacity which enables the member or officer to prevent the supply in question; and (v)"value added tax" means value added tax charged in accordance with the Value Added Tax Act 1994. 3. Where the permitted price given by paragraph (b) of paragraph 2 would (apart from this paragraph) not be a whole number of pennies, the price given by that sub-paragraph shall be taken to be the price actually given by that sub-paragraph rounded up to the nearest penny. 4. (1) Sub-paragraph (2) applies where the permitted price given by paragraph (b) of paragraph 2 on a day ("the first day") would be different from the permitted price on the next day ("the second day") as a result of a change to the rate of duty or value added tax; (2) the permitted price which would apply on the first day applies to sales or supplies of alcohol which take place before the expiry of the period of 14 days beginning on the second day.

4AA - That a challenge 25 scheme shall be maintained requiring that staff selling or delivering alcohol request that any customer who looks under 25 years old, and who is attempting to purchase or take receipt of alcohol, provides valid photographic identification proving that the customer is at least 18 years old. Valid photographic identification is composed of a photo driving licence, passport, UK armed services photo ID card, any Proof of Age Standards Scheme (PASS) accredited card (such as the Proof of Age London (PAL) card) or any age verification card accredited by the Secretary of State;

4AB - That all staff involved in the sale of alcohol shall be trained in the prevention of sales of alcohol to underage persons (including the prevention of ‘proxy sales’) and the challenge 25 scheme in operation at the premises. Details of such training, including the printed name(s) of the trainee(s) and the date(s) that the training was given, shall be recorded in the staff training logs at the premises and shall be made immediately available for inspection at the premises to authorised officers on request;

4AC - That clearly legible signs shall be prominently displayed where they can easily be seen and read by customers stating to the effect that a challenge 25 policy is in operation at the premises, that customers may be asked to provide proof of age and stating what the acceptable forms of proof of age are. Such signage shall be displayed at all entrances and points of sale The signage shall be kept free from obstructions at all times;

4AI - That a register of refused sales of alcohol shall be maintained in order to demonstrate effective operation of the challenge 25 policy. The register shall be used to record details of all refused sales of alcohol. The register shall be kept / be accessible at the premises at all times. If the refusals register is a paper document, then it shall be clearly and legibly marked on the front cover as a register of refused alcohol sales, with the address of the premises and the name of the licence holder. The register shall be made immediately available for inspection at the premises to authorised officers on request;
